take a hip hop cardio class. it feels like you are just dancing and not working out! you will luv it unless u don't like hip hop!

Well, first of all, please, please, please do not starve yourself (anorexia), or throw up after every meal (bulimia). Personally, girls (and even guys) who do that tend to look very unhealthy, and also look less attractive (guys generally don't find girls who are literally nothing but skin and bones very attractive).
Consult a health physician/nutritionist for the best results, as they can tell you what you should eat, and what you should be doing.
Some general answers I can give you is to watch what you eat (make sure it's not fatty foods or high caloric foods such as cake, eating them once in a while is okay, just don't do it everyday), and definitely excercise (do a variety for the best results. Running and other aerobic excercises is the best way to get rid of the fat that settles around the stomach area, usually known as the "beer belly").
You're also only 13, so don't worry about it too much. Make sure you're eating right so your body has the stuff it needs to make sure you grow into a healthy adult.
Beyond that, I can't really give you any other advice. Again, seek a professional if you're really worried about it, but for the most part, screw what other people think of you if they say you're too fat or whatever. I've been hearing guys talk about how that "fat girl in high school" they saw suddenly became a hot model during the 10 year reunion, and the hot cheerleader got fat.

You're going through puberty. I don't think that you can rely on a BMI to tell if you are overweight or not. It will fluctuate greatly at this point in your life.
You'll need to get over hating to work out though if you want to live a healthy lifestyle. Try dancing or kickboxing or something high energy that you can follow on a DVD or take a class in. It will help to keep you motivated. Check out your yellow pages to find schools or go to the DVD section of any store and look for work out videos.

Well I know you have lots of answers already, but you don't give your weight. So you are probably perfect, and won't accept it, or you have been reading the garbage mags that show faces with pencil bodies.
This works for everyone, even if you are not overweight, which I suspect is your situation. Drink lots of water, walk an hour every day except 1 then do stretching and upper body toning. Eat fruits & vegetables.
No sugar
No sodas
No candy
No chips
No potatoes
No pasta
No pizza
no bread
no burgers
no fried foods

if you hate working out, you're in trouble. But trust me you'll love it. At 13 i was training for volleyball so i was in the gym every single day. I hated it until my body started develping too and next thing i knew, at 16 I had a KILLER body!
So suck that up girl and start working on it. Not only will you feel fantastic and have lots of energy and be healthy but it will help when you start getting all the necessities and it will keep it in all the right places and you will look SLAMMING!

Take the stairs. Be sure to step on each stair heel first to activate the inner thighs and butt. If you want get a small step stool and step up and down while you watch TV. If you are more adventurous go to the local sports stadium and go up and down the stair. Bring a friend and chat while you are climbing the stairs.
Also go see your doctor and get your doctors opinion on your weight and condition.

start walking and running around the neighborhood and cut down eating too much fatty foods, drinking soda, you need to have a diet and of course you need some abs workout to firm. But if I were you go to a gym so they could give you the right program for you.

You can start by eat healthy food and cut down on the junk foods. Sooner or later you will be more energetic and a least try to excises.

watch what you eat...you can control your weight that way without having to do much physical activity...then find something you do like to do (tennis, basketball, rollerblading, volleyball, gymnastics, dancing, etc)...
You can be active and not have it have to be a structured "workout"...make it something fun, that you'll enjoy and it wont' seem like such a chore...
