Contact the phone company and get the callback number to have calls traced and logged. Then you report this to the cops. It's considered harassment and in most places you can get a restraining order. And NO it's not at a cost to YOU. They break the law, they should pay.
And if they continue, then they are in violation of a court order and go to jail.

Ignore them, or if it gets really bad, get a restraining order (which usually states that they can't contact you, or get within a certain range of you physically. And if they violate that, they can go to jail for it).
Usually warning them about it is enough. If they don't believe you, follow through with it.

Call your phone company and tell them that you are receiving harassing phone calls and see how to change the phone number. or, Get a caller ID, that way you can see who is calling and you don't have to answer.
