Doubtful, considering if there is life, it probably already existed, if it's there.
I'm not a biology expert on methane, but i'd be wondering if any bacteria, or microbes can exist on an enviroment that's that hostile to life. For example, Colder than siberia, in the middle of winter, in a freezer cranked up, and then, sitting in a block of ice cold.
Now, this is where the funky is mixed in.....Methane, to us, isn't exactly what you'd want to breath...and this thing, has lakes of it...as well, liquidity....of course, at the same time, how much of that is guesswork on the parts of scientists?
Before Velosky made his book, Planets in Conflict, most scientists thought Venus and Earth were identical. Now, we know Venus you'd never want to set foot on.
And as well, Mars, to it's degree, was thought to only need a little work, to host life....Ya, if you like living in Antarctica, and have sahara sandstorms.
To me, Europa has a better chance at life, for two reasons....the gravity from Jupiter stirs it to life, and the water factor.
And if Jupiter ever got started as a star, with a chain reaction....it might thaw out the outer planets enough.....Think Gates would give me a grant to try?

Oh. Methane clouds? Or ice? Should be frozen, way out there. Check out the moons, too.
ALL moons, such precision ... all planets ... suns, too, probably ... are artificial ... satellites. All modern "scientific" theories of planetary/solar formation, relying on gravity alone ... are infinitely improbable deceptions.
It's a very old, very beautiful, very grand place we live in ... some day we'll know the truth.

Some other people who thought they were wiser than you by asking that whether God can create a triangle with total angles below 180 degrees. You (and all scientists) know nothing about life and you ask whether God can create life from methane. Yes please learn seriously science and religion in order that you will have some proper criteria to search the truth for yourself.

God can create intelligent life from anything he wants.
But I'd prefer him to create some on Earth before he started on Uranus.

There's one big problem for intelligent life elsewhere in the galaxy. The Bible says that all have sinned and fallen short of the glory of God. So if there's life on another planet, they would be sinners, and Christ would have died for them on a cross on planet earth. Seems like an unlikely possibility. Therefore, there is probably no life on other planets.
