Wings have been associated with authority. For example, the cheribum that were over the Ark of the Covenant had their wings spread out over it. The cheribum angels with often associated with the Presence of the Holy Spirit. To be under the wings sometimes represented being under the power or authority of God's divine protection. Arch angels are angels who are said to have wings and their wings signify that they are "covering" angels. Or angels who under much authority and they are protectors.

Cherubs have wings. Angels aren't ever described as having wings (that I'm aware of).
Some cartoonist evidently got it wrong and it became part of the American mythos.

Some do, the Bible doesn't say they all do, in fact there are different types of angels. A few are very well described in the book of Ezekiel
