Assume that your neighborhood has recently seen a drastic increase in crime. Further assume that you have 100 individual home owners and no commercial property located in your neighborhood. Outline a three step plan to help reduce the crime rate in your area.

1. Have a reward for reporting any and all Crimes.
2. Offenders will be Prosecuted to full extent of the law *.
3. Beef up Security in the neighborhood and have weekly meetings to discuss the crime in our neighborhood.

* Violent offenders (rapists, molesters, Murders) will be displayed outside the town gates with punishment fitting the crime.

The first step is to get the neighborhood organized. Have a meeting and encourage folks from the neighborhood to attend.
The second step would be to have a class about home security and have each home owner inspect their home with a checklist of things to look for at their home...ie double lock deadbolts, window locks, proper outside lighting, alarm systems etc.
The third step would be to organize a neighborhood watch program. I have seen some neighborhoods (home owners associations) actually purchase a vehicle and have someone driving through the area all the time.
The best solution to something like this will be to take these steps and maybe have a meet the neighbor night when someone who doesnt know his/her neighbors can meet and greet.

1. Organize a REAL neighborhood watch. The watch should consist of monthly meetings between a representative of the police department and several from the neighborhood. They should discuss what they have been seeing and what they would LIKE to have done.

2. REACT TO COMPLAINTS! One of the reasons people lose interest in reporting things to the police is because the police dont respond or dont respond quickly enough. I know the police department is stretched thin, but when they do come to the neighborhood, they should interact with individuals.

3. Community Resource Officers are INVALUABLE! When I was younger, I saw a dog get hit by a car (and get run over... I saw it very clearly). Needless to say..as a younger kid, I was quite upset about what I saw. When my parents reported the dog, an officer responded to our neighborhood and comforted me. He did an excellent job, because I was very upset. When he left... he left a lasting impression. I've always respected police officers and their jobs..and have a lot more respect for the law, and my community because of him. Later, we did receive two actual community resource officers. They would walk around the neighborhoods chatting with residents and kids. Often times, they would have small pieces of candy to give kids (IF AND ONLY IF parents were there to say yes). We knew the officers by name and often waved at squad cars whenever they drove by. Kids that grow up respecting police officers and their community will be less inclined to partake in unlawful acts.

4th step (I know you only asked for 3). Find funding for youth activities. Build a skate park! This is a great way to get a bunch of (potentially) troublesome kids off the sidewalks and out of the commercial centers. Having officers frequently visit the youth centers or recreation area simply to chat (NOT INTEROGATE), will again help them to understand what a community is about.


People often believe that small towns are better for raising families in because of the attitudes that people have. This attitude is taught by authority figures (parents, teachers, and the authorities). They can do this because you see people that much more frequently in a smaller town. In a larger town, the only way for this to occur is by having the officers get out of their squad cars and talk with people.
