Do you mean that if the question asked includes something like, "if the USA stopped fighting in Iraq..." that using USA implies the questioner is not from the USA, OK....I'd be interested if people would be willing to identify their home country for reference. Of course, as I imagine you know, many US citizens ask things like "what is the USA doing fighting Iraq...." to infer a distance or even disdain for if not the country, than at least some policy or action currently or historically held by the USA with which they disagree.
