Is it "sir la tab", or "sir la tablah"? I saw a cooking supplies store by that name, and have heard of several restaurants of the same name. Can I assime it's French?

It's "sir la tob", you don't say "toblah" unless you are in French 1 in middle school or something (they actually taught us like that at first) and it means "on the table"

for the person that said it was "under the table", under is "sous" not "sur"

It's pronounced "sir" "la" Tab..lah(bit very soft "lah", almost like an afterthought! and oui it is French!
