i think the J is a misprint.

To start with, what you want translated seems a bit garbled, I think you mean "Staatliche Lotterieannahme der SKL in Kassel" and that translates as "State Lottery Reception Point of the SKL (Staatliche Klassenlotterie = State Class Lottery) in Kassel (a city in Germany). I hope this is as close to the actual meaning as I can get.
