Charismatic Catholics are fully accepted members of the world-wide Roman Catholic Church.
They are a small group of Catholics that take the gifts of the Holy Spirit like speaking in tongues very seriously.
The priests that support this group could be called Charismatic priests.

From what I understand, charismatic catholics is not a division but a description of certain groups of catholics. Therefore, they could be Roman Catholics who are in union with the Church or they could be in disagreement and be part of separate Church that is not in union with Rome. It will vary because they are not a separate church.
Having gone to events that are more along charismatic events at university sponsored youth conferences but also having these be the exception and not the norm to my faith life, I can say that while there is a difference in the energy, even visible devotion between the two groups, the charismatic group is still very very Catholic. The things I were at were certainly Roman Catholic in scope, following the normal order of the Mass from Roman Catholics in the US and making references to the Pope during various points during the conference. As far as I know, the charismatic is mainly Roman Catholic in participants, but some of the other Catholic churches may also be part of the movement.
A charismatic priest might be one who leads such services. Of course I may be wrong. It might not even describe a priest who is not Catholic but someone who also uses the description priest.
Ask several sources in the local church, especially if the priest is from the diocese you are in to learn more about the charismatic church you are wondering about.
I may also be wrong of course, again, always go to the source and inquire in person if it is a real concern. Check with a priest who you can count on for a good, honest opinion. They will probably lead to you a good answer and also may give you some guidance about what to look for and also watch out for in some charismatic catholic groups (from what I can tell, there is sometimes, not always certainly but sometimes, a tendency towards more liberal (not politically but in lack of rigidity) views on certain points of faith.
Hopefully a charismatic Catholic will answer the question and you will get an expert answer.

My spiritually is aesetic and contemplative so I am at the polar opposite spiritually of charismatics. I have experienced both, and it is my personal experience that contemplation is much more intense of an experience (if we rate by experience which we shouldn't).
Charismatic Catholics exist and have always existed. However, though all Catholics are "charismatic" the specific attitude towards Faith that we label as "Charismatic" is not the normative mode of expression. Over the 2 millennia of the existence of the Church, Charismatics have been very helpful but they have also been a real problem (as any group can be). Charisms are also exceptionally easy to fake, become corrupted, and be influenced by demonic powers. Often they are more the cases of psychological influence and mob mentality than anything supernatural. It is a method of the Faith that constantly needs to be watched and discerned (which discernment is itself a charism).
Any Charismatic Group (and any Catholic Group) that is not 100% obedient to the Church both in terms of dogma and its bishops and priests, needs to be ignored. This is the best test to check to see if the group is tuned into God. Also speaking in tongues is completely not from God if no-one understands what is being said. (Check your scripture).
As to being a more Catholic lifestyle, I would have to say what do you define as Catholic lifestyle? They are an unique spirituality of Catholicism, but that doesn't make them more or less Catholic. What is important is obedance to Christ, the growth of Christian virtues, the abhorning and repenting of sin, and the growth in grace. That is the Catholic lifestyle, reguardless of the many forms that it might take.

Being a Roman Catholic for the past 54 years, and not as stupid as DiRTY D seems to think we are, I can tell you that charisma never seemed to be a part of our being, our religion or theology. Maybe michael m's got the right answer. Charisma never seemed important to Roman Catholicism. Some people may have been charismatic in their nature, but not as a part of our religion or theology. Charismatic Catholics are just funner idol worshipers compared to boring idol worshipers.
Charismatic Priests are the ones who are most successfull in luring in young boys to the "touchy feely alterboy club"
