The phrase you quote is not in the Bible.
However, while teaching of Israel, Jesus teaches the parable of the fig tree in Matthew 24:
32 ¶ Now learn a parable of the fig tree; When his branch is yet tender, and putteth forth leaves, ye know that summer is nigh:
33 So likewise ye, when ye shall see all these things, know that it is near, even at the doors.
34 Verily I say unto you, This generation shall not pass, till all these things be fulfilled.

If you are referring to the New Jerusalem it is in Revelation.
Rev 21:1 And I saw a new heaven and a new earth: for the first heaven and the first earth were passed away; and there was no more sea.
Rev 21:2 And I John saw the holy city, New Jerusalem, coming down from God out of heaven, prepared as a bride adorned for her husband.

it doesn't say that anywhere, Israel didn't exist when the Bible was written, but go ahead and keep listening to all the wack jobs that fit what's written in the bible to support their own conclusions about how it predicts the future.
