my best friends b/f wants to take her out to a nice place and not a generic like applebees, ruby tuesday, olive garden, tgif, buca de bepo, longhorn, texas roadhouse, ya know all of those, he wants to take her somewhere like an unusual place a small resturante with reall food andstuff

Go to Exton, PA, near the Exton Square Mall.
Cheeseburger in Paradise just opened a few months ago.
It isn't as crowded as when it opened, but it has great food and a cool atmosphere.
I have been there tons of times.
Just make sure to call in for a reservation earlier.

Let me get this straight. He wants her to tell him where she wants to go out? How modernistic. Sorry, trying not to be cruel, but if he is taking her, shouldn't he be the one making this decision?

Anyway, to answer your question, either the Dilworthtown Inn (West Chester) or the Duling Kurtz in Exton are my favorites.

He needs to come into the city, as in Philly, and take her to Zanzibar Blue or Cuba Libre. Those are GREAT places with lots of wonderful atmosphere, unique food, and a posh atmosphere. And, to tell you the truth, not really that expensive considering...

try a zagats guide or google West Chester PA restaurants. There should be an online guide.
