Put the blow dryer on the floor (while it's not on) while giving her a chance to sniff it, also give her treats and affection for going near it or sniffing it. Do this for a few days until she is comfortable with it. Then, turn it on and set it on the floor for a few minutes, while giving her treats and praise when she goes near it. Keep on doing that for awhile, until she is comfortable with it on and near her. Then, get her used to it being used on her fur by only using it for a little bit at a time, also while giving her praise and treats. Gradually, you can increase the time spent under the blowdryer. Stop if she gets stressed (preferably before she gets stressed), and keep the sessions short. The whole idea is for her to think of the hair dryer as a fun thing that gets her treats. You also might want to keep in mind that most hairdryers get pretty hot, and maybe that's why she is afraid of it (it hurts her). Make sure you use your hairdryer on the cool setting.
Hope this helps!

put it on low around her and don't blow it at it for a little while let it get use to the noise. then start blow drying the dog. do it everyday so it can get use to it.
