The following answers already given may largely be true, but I did turn a fellow officer in for something that was terribly wrong. I had to put up with the insults for a time but most of my fellow officers (who had worked with me for years) stood behind me. Some things are just wrong and must be reported.

criminal violence by law enforcement. It's like the code of silence only by cops. Do what you want and don't snitch on each other.

You don't rat out another fellow cop.
See no evil, speak no evil hear no evil.
They all take it to the grave before they turn on one of their own.

You don't tell on other cops when they do something wrong, or they wont tell on you when you do something wrong. It hardly ever works out because cops are just as katty as anyone else.

unfortunately this is not a good thing. its just an unspoken understanding between cops so that they can get away with not doing their job with the utmost integrity.
