It will hurt no matter what you say or how you say it. The best is to be honest and the sooner the better.
As some other answerer's have stated, just let him know you are not interested. Make it clear though that you know for sure you will never be interested (that way he will not think you might change your mind, preventing him from thinking that if he keeps at it, longing and waiting for you, somehow you will like him).

If he calls, don't answer.
If he asks you out, tell him you aren't interested in that
type of a relationship with him.
If he's forward and it's bugging you. Tell him to leave you
alone. He's bugging you.
If you really don't want to hurt his feelings, just tell him that you
have someone else in mind- can't help it, you've liked this guy
for a while- before you met him. He should get the hint.

Just tell him the truth. Let him know that you're not so pretty in the morning without your make-up. Don't forget to include the fact that you're insecure, materialistic, not so smart, a total bore, and that you ask really stupid questions ALL of the time.
So, just be yourself honey (smiles).

The most simple way is to tell him your heart belongs to someone else. This is the easiest way I have found from past experiance. It's not hurtful and it's short and to the point.

Be honest but be nice.Tell him he is a nice guy but just not your type.Fine something good to say about him. Let him know he is ok but just not what you are looking for right now.
