It is SMEGMA! Common in uncircumcised male mammals. HIGHLY unlikely it is an infection.

Is it green or is it yellowish? My male gets yellowish stuff sometimes, not very often though. He's perfectly healthy... if it's green I don't know, but I would check that out with a vet...

well when my dog went through that it was just an infection and you have to wash it with warm soapy water until it goes away

you need to take him to vet. maybe he forgot to cap it before he tapped it.
