You can't always have a toaster, particularly one of those "Toaster ovens" that can be really handy. There are two reasons:
1) College Dorms are old. They have old construction, including old wiring. Toasters often draw a lot of power, which can mess with the old wiring, especially when you have 100 students all with their own hot plates and refridgerators. Toasters might be forbidden because they cause the circuit breaker to go out too often.
2) College Dorms are fire hazards. Because there are a lot of people in a small space, and because they can be old (see above) there are often rules against things that have an increased fire risk. Toasters are often higher fire risks than other electrical stuff (like lamps, computers, TV/DVD players, etc.) so they aren't allowed.
Bottom line - check with the university - call student life or the equivalent office to get a copy of the rules before you go. Maybe it's not a big deal, but at my university, this was a big deal.

If you mean in a dorm, it depends on your school's housing policy. Sometimes anything with a heating element is banned. I would check with the housing office before moving in for a list of things that are not allowed. It may even be on the school's web site.

it depends on the dorm rules: most say you cannot have things with heating elements, like hot-plates, but everyone breaks the rules.
Just be careful and always attend to it when you use it just like curling irons and anything else that might be a fire hazard.
I find that microwaving pop-tarts is better than having them cold, so that might be your alternative if you have a watchful R.A. pop her head in and decide to remove your toaster . . .

Most colleges won't allow it, because it has open coil heating. Ask your admissions reps for the various schools you're looking at.
Please note, I looked at several colleges, and I work for a college right now, and I've NEVER, EVER found EVEN ONE college that allows it.

Depends on if you are living in a dorm or off-campus housing. For dorms, they should have a rule book (or probably online now) of dorm "do's and don'ts" so you can be sure. Usually they don't like anything with exposed coils.

In my opinion,how else can you toast those pop tarts,or grill cheese!!
(fast grilled cheese recipe)...toast bread then,put in microwave with cheese on top of toast,microwave for less than 30 seconds.presto! Grilled cheese!!!
