They collect a fee from the bond holder when a person is arrested. The basic pattern is that the police arrest a person and charge him with a crime. Someone posts bond, which is a cash fee to the court , as proof that the person will show up in court so they can be released from jail while pending trial. If the person does not show up, the bond will become the property of the court, thus the person who posted it is out a lot of money. The bondsman will then offer a reward for the arrest of the suspect, so that he gets the bond back from the court. The theory is that if he pays a fraction, say 25%, of the bond to the bounty hunter, he will get back 75%, which is better than the nothing he gets if the suspect is never arested again.

Bounty hunters are usually hired by a bondsman > a person who put up the money for a person charge with a crime to get out of jail. The money is a guarantee that will appear in Court. If the person does not appear then they have "jumped bail". The bounty hunter is hired to find the person. They can enter a home and arrest without a warrant. Once the person is caught and returned to the Court, the bounter hunter is paid by the bondsman.

Bail bondsmen pay them because when a prisoner "jumps bail" the bail bondsman has to pay. The bondsman gets some of his money back when the bounty hunters bring the jumper back.

They are paid either the reward offered for the capture of criminals, or a part of the money a bondsman has put up for bail and stands to lose if the subject doesn't appear in court.

They track down wanted people and get a reward for it...And they can do things that the police can't do...
