My cat does that to, and the vet told me that it is because, of animal instincts, the cat is trying to cover up the smell of the food from other animals, so that it can come back later for more.

Cats have scent glands along the tail, on each side of their forehead, on their lips, chin and on the underside of their front paws. When she's scraping around the bowl she's simply marking her territory.

My cat used to do this to the point where she'd get both paws involved and tip the bowl over. So cute.

Oh my gosh! I had this same problem with my cat. I searched for it to find out why he did it. It's an instinct. In the wild they would eat what they wanted, and bury the rest so no one else could find it and they could have it later. My cat still does it, it gets a little annoying sometimes... but yeah, it's an instinct. She could grow out of it, but my cat didn't.

She thinks she is covering it up. Lions and other big cats scratch dirt over the food to hide it from moochers. Your kitty is getting in touch with her inner wild child.
I love when they do that, I think it is so cute. She doesn't understand that she is not covering it with anything. She may eventually though. My cat did. If we didn't pick up her food when she was done, she would get some laundry and cover it.

I think its to mark its sent around the bowl, to warn other cats away from it. I have three adult cats . My male cat does this all the time around the food bowls

Let her be like a lion. That's just her instinct. After you give her food leave the room, if she knows that you're gone she may feel like she doesn't have to 'cover up' her food.
