Try to find homes for them without going through the shelter or pet store. Make sure they stay with their mother at least 6-8 weeks before you do this though.

Give the mother a box with an old blanket or a towel, and food and water. If you can bring them inside, give them a litter box so mom can litter-train the kittens. Let the mom do her thing. Take the kittens and mom to the vet when the kittens are about 5 weeks old (by that time they'll have opened their eyes and ears, and be in the process of weaning) to recieve their first shots and be de-wormed. Try to find homes for the kittens--call local animal shelters, and ask them to list the kittens on their websites as available for adoption. Be sure to keep the kittens with their mom until they're at LEAST 8-10 weeks of age. Have the mom cat spayed as soon as possible.

Considering it's hot just about everywhere right now, I assume that keeping them warm is not a problem. If she's an attentive mother, just make sure she has plenty of water and food. She'll take care of the rest.

Don't bother them too much. all you can really do is set out food and water for the mother.
Because you can't keep them inside, there really not much you can do.

Take them to your local Vet so that mother and kittens can receive proper nourishment, and possibly be adopted.
