She's right. You need to be 'just friends' for now. When you both start to feel that you are able to take 100% responsibility for your life and the decisions you make, and really put each other first (that is, higher than everyone except God - including your parents), when you're able to make a permanent commitment, then you can talk about the practicalities of starting a common life together. And then take action - i.e. get engaged and then married.
That having been said, it's fine to spend time together, maybe you want to give priority to going out in groups so you don't drive yourselves nuts with that 'oh so close and yet so far away' business. You can get to know each other, observe other relationships, good and bad, figure out what works and what doesn't, see whether you guys are on the same page about the really important stuff.
Bottom line: There's no hurry, so just enjoy your friendship and be grateful for what it is, without 'having to have more NOW'. That, after all, is a big part of true love...

Hey, I'm 13 and my boyfriend is 16, you know you can make it. Well, just tell her to trust you. You shouldn't pressure her into dating you but you should kinda give hints as to why she should.
