Go to Celiac.com There you will find a list of foods that are safe and a list that is not safe. Rice is the main staple for a Celiac. If she is having a reaction against rice, it must be something that she's having with the rice or what she's putting on it. If she stays away from all dairy products for at least a year she might outgrow that. Buy lactose free milk. After a year she can start to introduce dairy products into her system slowely. I know, I went through the same thing. Good Luck....

Since she is allergic to many things that are such common foods, it could be a little tricky. Check out the website kidswithfoodallergies.org. It is a wonderful site with tons of information and ideas. They also have a section for recipes. If you post a question there, you will get great answers from people who have actual experience dealing with food allergies and intolerances. They can give you food ideas and also give you ideas of where to shop to get foods that work for her allergies. That site has been more help to me than any doctor or any other source. Please check it out, it will help make life easier for your granddaughter and those who take care of her.
BTW, I just wanted to add that lactose intolerance and a dairy allergy are entirely different things, so lactose free milk will still not be safe for your granddaughter. Also, while it isn't common, it is very possible to be allergic to rice, not just allergic to something added to the rice. All of the foods your granddaughter is allergic to have to be avoided, even in trace amounts. Foods can go by many different names on a label, it isn't always spelled out in plain English. Another good site is for the Food Allergy and Anaphylaxis Network at foodallergy.org. They can help you with the "hidden" names for foods used on a label. Be aware that mustard can be included under the blanket terms of "spice" or "natural flavor", in that case, you would have to call the manufacturer and ask if the food contains her allergens. Potatoes and soy. check out genisoy.com, this place has a few cookbooks with just soy ingrediants.
Sorry to hear that she's allegic to all that, I'm just allergic to Wheat, Rye and Barley...
