Were you tagged with a radar or was it an estimated speed from the officer? Were you going with the flow of traffic, was it during the day, etc? All of these things come into consideration.
Do you actually have to write a letter or do you just submit your ticket saying you want to contest it? If you just say you're contesting it, you have time to wait until the courtdate. If the rep from the police doesn't show up, the ticket gets thrown out.

You don't write him a letter, because that is what your court appearance is for. Plead your case and include any evidence that you think will influence his judgment. Be respectful, don't be a "wise guy" or "know it all", and you may wind up with a reduced fine. Good luck!!

see if you can be allowed to do defensive driving. Is a no contest plea, and if you complete the course the ticket goes away forever - no record and no insurance problems.

go to court if you think the fine is excessive
tell the judge why you think that, dress well and be nice
ask the judge to reduce the fine...the worst he will do is say no
