Corgis are rather expensive little dogs. I doubt that someone will give you one for free. Have you tried www.petfinder.com ? Contact a local corgi rescue. That would be your cheapest option. Be aware that they will ask you to fill out an application, provide vet references, etc.
If you can't afford the cost of a corgi, have you thought about how you are going to afford food, vet care, etc. I adopted my dog from an animal shelter for $45, and had to spend at least $400 in vet care, due to a skin rash that didn't show up until after I had adopted her. She's intolerant of corn, so I have to buy her expensive dog food. Even a small, healthy dog will cost around $700 a year, for food, heartworm preventative, flea and tick preventative, toys, shots, and a yearly checkup.
Hope this helps, and good luck in your search!
