Do you have a theme?
If not, I just attended a baby shower in which they gave "beanie babies" - You know the baby ones and attached a pacifer to them by a cute string.
Also, Candles are everyones favorite- Try it in the colors of the shower (Ex: Pink and Yellow, Blue and Green ect...)
Or you can give bath salts with a nice ribbon with the shower info.
Or even, Plant Seeds tend to be popular (Just make your own wording saying something like "A baby is blooming" ect...) You can give them in a pretty clear vellum envelope- With a cute tag with the information of the shower....
I am going to send you some great websites below that will help you out...The also have WONDERFUL stuff on there too...

I got a whole bunch of those little mesh circles and tied a few jolly ranchers into them, with blue ribbon (since I was having a boy). It was pretty cheap. One big bag of candy, one or two spools of ribbon, and a few packets of mesh circles. I think less than $10, but I can't remember for sure. I did it last November.

Go to Family Dollar, the Dollar Store, Big Lots or any cheap store like that-we got candles, candle holders, stationary etc...for my and my sister's wedding shower.

Favors? As in to give out to the guests? I would go with candles--powder scented. Or lifesaver pacifiers.

at my shower we just handed out prizes everytime someone won a game we played. we gave out candles, purfume, bathsalts, and more

birthcontrol and condoms.... lol, no for real pampers, milk, food , medicine, all those important things... that can be really expensive.
