for a 21st birthday, get him some booze, or if you aren't old enough to purchase it yourself, get an envelope, write beer money on it, and stick a few dollars in it. Get him a birthday card, get him a few scratchers (lottery tickets) and put those and the envelope in there. He should love it :)

If you're close to your brother, you know the one thing he has always wanted, goal he wanted to meet or things he been to young to do. try surprising him with one of these things and it will be a birthday he could never forget!
