The collar is a throwback to chains of bondage. The white collar is supposed to represent the part of the chains that encompass the neck, representing the fact that priests are to be servents, not masters.

I don't know much about the Roman Collar, but the black is actually a historical practicality. Black is an easy color to maintain, it does not exactly invoke a "style," and it was often set aside from the color-class system. Nowadays, it is so ingrained in people that this is what priests wear that it has become a symbol of the office.

As a sidenote, the official symbol of a Catholic priest is the stole worn around his neck and over both shoulders. A priest will always wear one when performing sacraments.
