If you download from MTS2, you can use their Q-Express installer to do that. If you are downloading from other sites, you won't probably find anything like that. It isn't hard to install files/downloads into your game. I use Tugzip to extract rar and zip files and it has a multiextract that you can use and just make the target directory your sims downloads folder.

The add-ons can go into too many different places for a program to be able to do.
