Right the males penis enlarges from the base, and can release semen for up to 15-20 minutes. The last part of the semen is very thick so to cause a plug in which the female will be more apt to get inpregnated. Without the thick semen at the end of thus dogs fun time, it is more apt to run out of the vaginal walls.

They follow the same basic instincts that all creatures carry inside them.
They use body scents to let each other know that they are interested and available.
The males fight between themselves to be top dog and get the female, and the female also makes it hard to make sure that only the best male gets to mate with her, so that the puppies come from healthy stock.

Seriously, the female in heat gives off a strong scent which the male sniffs. If things look favourable, he jumps up on her and mounts her from behind.
One interesting thing is that the male penis increases inside the female, rendering some species unable to withdraw their penis until its all finished. Which means, if the female feels like playing a cruel practical joke, she can run around with the yelping male dragging behind her.
