The McMenamin's in Troutdale! Beautiful location, about 30-35 minutes east of downtown Portland. FANTASTIC restaurant, The Black Rabbit, with food MANY levels higher than the ordinary McMenamin's brewpub (and I like the McM chain). There's a bed and breakfast on the premises, and I believe they can probably host a wedding there. Here's the URL:

My wife and I stayed there for our 21st wedding anniversary -- had a lovely room in the B&B, a fabulous dinner, and enjoyed a pleasant stroll around the grounds as a "digestive" after a fabulous meal of salmon and swordfish.
And while I've got the McMenamin's Web site up, there's the Cornelius Pass Roadhouse:

Not quite as romantic as Edgefield, but great banquet facilities there; my club hosted the banquet for the 2006 Oregon Trail Rally there this year, and must have had 250-300 people there as the guests of Subaru Northwest. They set up tents and catered a lovely meal with several different kinds of grilled meats, vegetables, and a cash bar.
Many of the wineries down in the Willamette Valley would also be wonderful places to hold a wedding. Domaine Drouhin in McMinnville has a fabulous site; they don't do regular tours, but you might be able to organize something. And I'd be doing my friends at Argyle Winery in Dundee a disservice if I didn't mention them; we were recently invited to a "dinner with the winemaker" there which was simply fantastic. It's in a gorgeous old 1905 farmhouse (reputed to be haunted!), with lovely gardens, right on highway 99 in Dundee. And Argyle makes what I (and many other wine enthusiasts) believe to be the top sparkling wines in North America, so you'd DEFINITELY have something great to toast the bride and groom with. Pour their Brut (about $18 retail) for the guests, but make sure to get a bottle of their Knudsen Vineyard brut (about $35) to share between the lucky couple -- crisp, almost flawless wine with very fine pinpoint carbonation and bright pear and citrus overtones.
If I were you... I'd plan to spend a couple days driving up and down highway 99, 47, 210 and 219 looking at wineries and asking if they can hold a wedding there, and how much it would be to rent the space. Or PM me through Yahoo! Answers and we'll talk off line, so I can find out more about what you and your intended like. I live about half an hour from downtown Portland and have traveled through much of the western part of the state for rallies. There are some magnificent locations up here...

I don't know about the "best" place, but some options would be:
Multnomah Falls
Skamania Lodge
The Rose Garden (park, not arena)
Wineries in the Dundee area
B&B in the Dundee area
Fairgate Inn in Camas
One of the waterfront parks (Columbia or Willamette)
Cannon Beach - Stephanie Inn
English Estates Winery in Vancouver
Now, I don't know if each place actually allows weddings, but these are the first places I think of when I think of Portland Weddings.
