Be very careful financing a car for someone else. You are liable for the loan if the default on it. You may end up paying for the car and you don't even have a drivers license to drive it.

This could present a problem. If you are asking if YOU can BUY the car without a license, the correct answer is most likely no, depending on where you live. Car dealers to the best of my knowledge can only legally sell to a licensed driver...so that means that the paperwork would have to be in the other person's name, not yours. You can still co-sign the loan, as you don't need a license for that...but bear in mind that you will be totally liable for the payments if the other person defaults.
