also the dog is going bald in places not sure if this is where the cat kicks his back legs on him vet said it prob was but may need to take a skin scrape

I HAD A NEW FIN-LANDER MIX WHILE I WAS GROWING UP, SHE WAS 40 POUNDS. SHE WAS A STRAY THAT WE TOOK IN AND HER AND OUR 13 POUND(PERFECTLY HEALTHY) TOM CAT USED TO SLEEP CURLED UP TOGETHER. AND SHE AND THE TOM CAT USED TO LET THE KITTENS SLEEP BY THEM TOO. SHE'D EVEN LET THE KITTENS PLAY WITH HER TAIL OR WHISKERS

A dog rolling around with a cat? Sure; sometimes they are great friends. Rolling is oftentimes a way to mark a cat or dog's territory, so they may also be having a "scent war"/

yes. my scottish terrier and domestic short haired cat were best buds and used to roll around and play with each other constantly!
