I'm 13, 5'3, and 113 pounds. I took a quiz on the internet that said I was borderline anorexic. I don't understand why because it's not like I'm skinny or anything. Also, my friends say I'm skinny, but I'm not! I'm not saying I'm fat or anything, I'm just not comfterble(?) with my tummy area and upper legs.

a-Am I fat at all?
and
b-How can I get rid of the tummy fat and upper leg fat?

You are NOT fat at all. Those internet quizzes are entertaining, but definitly not always accurate. I've heard that a good weight for women is like this: if you're 5', 100 pounds, and then for every inch add 5 pounds, so you're actually a little bit under for your height (though that scale does definitly not apply to everybody). As for getting rid of stomach/upper leg fat, cardio (things like running, stairmaster machines, jumping rope, even walking) helps to get rid of fat all over, but running is especially good for your legs. You can do crunches or pilates for your stomach fat. Pilates is a good strengthing & toning work-out for your whole body. Good luck!
