I have a boy cocktiel, he gets very annoying, so i recentally bought a toy for him that as a mirror on it, and a recorder. so i can record his tweeting or my voice. basically it makes him shut up because every time he moves it goes off. IT TRULY WORKS. good luck

Try getting him toys or a parrot gym. He probly does it to get your attention or because he's bored. And that way he will get some excercise too. There are some really good challenging toys online where your parrot will spend all day figuring out how to get to a treat inside a toy or something.
You can also train him. When he talks say the word quiet then if he shuts up give him a treat. He will soon learn that being quiet is good. But if your training him never give him a treat unless he does what you say.

Noise is a part of owning birds :) You really cannot make them quiet down, its how they communicate.
If he is doing it to try to get attention however, you can help train them out of that. Make sure he gets enough attention from you during the day, try to pick times in which is calmed down so he can learn to be calm around you. When he does start squaking and looking for attention, ignoring him and avoiding eye contact will teach him that way will not work
If he is caged with a female he may simply be trying to declare that this is his territory and his female, and seperating the two into seperate cages and rooms may help the issue. This would also discourage breeding.
I do not recommend covering the birds during the day in order to quiet them. Birds are social and being isolated can cause them to become depressed and antisocial and can eventually lead to biting and agressive behavior.

try to train him... like practice with him to talk and make noises quietly and give him treats. Just as if you were trying to teach him words, teach him volume. and if you have problems with him at night, cover the cage with a dark cloth at bedtime:) It works with my friend's Ninea:P

maybe he just has more to say...or has something to sing about.
A radio or t.v. works. Cover them at night...
he may just be more vocal...they are just like people...
some are shy...some are not
