It depends what you'd call the bible. The first time a collection of books was put together and presented as the word of God is probably the septuaginta 3rd century. As biblia is a latin word, the first time it is translated in latin is probably the first time it was called bible: Vulgata translated by Hiëronymus around the year 400.

Moses started the record. Part of it was written by the hand of God Himself. Those stone tablets were placed in the Arc. The parts came together over the years and good honest men of God assembled the cannon in conference in the late 300's....Jim

I love answers by people who don't have to think.
I presume that the previous answerer believes that Jesus is god, also. Therefore, may I infer that Jesus had it all written out before he committed treason and heresy?
Now, for a more serious answer. What bible are you speaking of? Which books? If we are to believe its authenticity (that it predates the dark ages), it was written by several people over a span of centuries.

Good luck with this question. Every person will give you a different answer. You will have to have to analyze each answer in light of that persons own beliefs on religion. Thats usually the case when it comes to contentious theological questions.
