Solar panels are either amorphous glass or plastic. You need some sort of energy to make either product. Theoretically you can use other energy sources to make the glass, but most of the time it is oil based energy. Plastic always requires some sort of petrochemical.

A solar panel needs a black cavity with water , oil, or air in it for the sun to heat, and a means to move the heat. It could be made without plastics. The oil mentioned here could be vegetable oil.

All plastics comes from hydrocarbons of some kind, so in a way, there are lots of things that can't be made without oil (assuming a solar panel has plastics for insulation or something like that).

Not true.
We may be using the oil. say like the electricity may be coming from a thermal station which burns oil. But If we want we could make the solar cells without using a drop of oil. Solar cells are made from silicon
