My little brother acts like he's the boss of the house and my dad doesn't do anything about it.

I maen he doesn't take no for a answer he will brake anything in sight and he hits I mean to him it is not hard but it hurts, If my mom tells him something there is a huge fight and I get yelled at in the end.

Shave off his eyebrows while he's sleeping ^.~ Or, just think about doing that when he makes you angry, and just start laughing. Don't let him get to you. If your dad won't draw the line, you can at least draw the line with you, and let him know he can't treat you like that. If at all possible, try to talk to your dad about your concerns about your bro, approach it with some patience and wisdom, maybe you'll get through to him.

You need to talk to your dad and let him know that you're not happy with the way that your brother acts. In some cultures the boy child is the king, and something like that makes it hard for siblings to have any say. If that's not the case with you, I would talk to you dad. And remember that you are responsible for the relationship you create with your younger sibling. Start saying no, explaining why he should not behave the way he does, and make consequences (don't hit! just turn away and do something by yourself). While I don't believe that this should be your job (your dad should be setting these boundaries), the reality is that you may be the only one to do it and help your little brother become a responsible member of society. If he bosses you around, just say 'I don't answer to a 9 year old, or 14 year old'. Your dad must be quite passive.
