It is the language that you would learn/study other than your own national language. At the moment I would see Mandarin/Tamil as good 2nd languages for kids now as these languages are likely to be very useful in the coming 10-15 years ahead.

I would suggest the language of an emmerging nation.

I would avoid French and German. Spanish might be helpful, but I think primarily for lower level jobs.

It has been suggested that kids who learn Chinese (particulalry) or Japenese will have a huge economic edge in the coming years. But these are much more difficult (as are all non-Europene languages.) My neice is 10 and has been taking Japenese for over a year now. She takes private lessons twice a weeks and studies at least an hour a day. But the language required learning multiple alahabets on top of the vocabulary and strange grammer.

I have a cousin who is fluent in Arabic. She basically wrote her own ticket out of college.

Depends on where you live in the country. Southern states= spanish, northern states near canada= french, people who are anywhere and want to learn an unusual language= chinese. Mandarin is the top spoken language in the world, while English is 3rd or 5th. Hindi is 4th. I don't remember which language is second most spoken in the world. I myself am fluent in Hindi, even though English is my first language. I'm going to learn Japanese in college.

Spanish would probably be the most useful language next to English just because there are so many Spanish-speaking people in America. You would get more practice using it than any other second language.

The most important language in the States right now is Spanish. With the growing hispanic population it's incredibly important. If you can get your kids a tutor in Spanish so that they can practice actual speaking (which you don't get in most spanish classes in schools in the US) that will be a HUGE asset for them. I took spanish in highschool but learned nothing... I lived the past year in Argentina and now speak spanish. It's helped me a TON. I've been able to get a better job and had more opportunties to just help people who need it.

TAKE SPANISH.

Classical Latin or Greek, to start with. It comes in handy when studying another language (especially the Romance languages - Spanish, French, Italian, Portugese, Romanian) and improves English vocabulary, too.
