try crate training the puppy. they stay in their kennel until you are ready to let them out to do their business. If they go as soon as they are out of the kennel, they can stay out for a while to play. Put them in the kennel again before it would be time for them to go again. repeat until they catch the hint.

I found (+30 years of experience) that if you have a regular schedule for taking your dog outside to go, then the dog won't go inside unless there is an illness or some other ailment presenting itself. Dogs do very well with a set schedule.

buy puppy pads...and whenever it does go on the floor put it outside right after so it knows it supposed to go out their.~

every time your puppy does its pee and poop ,rub its nose in it,believe you me,it does work.i have raised many dogs and until they learn this routine ,you dog will know when he wants to go out to do its thing.from mikhal in israel.

try crate training or, you could put them on a schedule & take them out the same times every day. You should also put them on a feeding schedule ( feed them 2x a day) about 30mins after they eat take it out side & let it do its bussiness. hope this helps!
