There would have to be a very good reason for this to be attempted, even after it becomes possible to ferry sufficient technology and water to the Moon.
Then of course there is the problem that the Moon's gravity is not strong enough to hold the atmosphere and water vapour in place. Lost to space it would have to be constantly replaced, which if the reason was a global catastrophe on Earth, wouldn't be feasible.
More likely Venus or the moons of the gas giants would be better candidates for terraforming, even if much more difficult.
So my answer is - never - not because it would be impossible but because it would not be cost effective under virtually any circumstances.

Hi. The Moon is pretty difficult to Terra form. We will have to get small enclosed areas (usually domes in sci-fi) Earth-like or Else we would have to bring all food water, etc. up there. This would be much too expensive. There are lots of minerals that could be converted to allow this. Your question was "How long...". Hate to say it but it will probably be quite a while, more than 30 years.

Mankind terra? What do you mean by that? Like... farmland and such? I'll give it at most 100 years to start making it possible, and add another 20-30 years to do it in mass and make it practical.

who can say, but my best guess would be not feasable, unless we constructed biospheres, even the task with the technology we possess would make impracticable, unless someone invented a very thin sheet material that could stand subzero tempretures and allow atmospheric pressure to produce an atrtificial gravity inside the spheres, some of the polycarbon based translucent material we currently possess, would have be incredibly thick, as to make unworkable.
