Try planting Rue.
Desmond Morris mentions it in catwatching. He tried it, and even his own cat would not come near him for 2 days, and was violently retching when first smelling it.

If the organic solutions do not work, try a sonic cat repellant.
These are harmless to animals, simple to use and install, and of course do not smell.
Can be got from most DIY shops, Bettaware etc.

You're not going to stop it easily. It's their natural instinct to dig somewhere soft like garden soil.
If they're your cats, keep them inside. If they belong to your neighor, talk to the neighbor. And if they're feral, use a humane trap to catch them & take them to the SPCA

Plant some Pennyroyal, apparently that repels cats. Also good for a quick abortion should you need it.

hot pepper powder. it irritates them and makes them leave your garden alone. the smell drives them away. good luck. I love cats but they should not be in gardens and this will not hurt them, just get them to leave.

Sneak into their owner's house and curl one out in the litter tray. See how they like it.
