If you have something to offer a city that will make a positive change, start it off by bringing it to your pastor or to the mayor.
Your idea may be the solution to a long line of problems that may be shared in other cities, states and countries. Don't sell yourself short, start with your clergyman.

In order for one person to change the world, it requires many people to cooperate with or agree to the change, and so those people are equally a part of the change. One person may play a key role, but great change takes place through cooperation. From another perspective, a single person can be a catylist for change, but that works only because there is a potential for that change already present and waiting to be tapped.

A doctor paid a visit to one of his young patients in a hospital cancer ward. The doc tells the young man, "your chances of recover are very good, but you have to be willing to fight." The world is never exactly the same as it was yesterday.... So yes one person can change the world. Some notable ones are Bush, Bill Gates, and Sam Walton. But not just people with money and power, but everyone can. We are all connected in one way or another. THINK OF IT AS THE BUTTERFLY EFFECT or THE THEORY OF RELATIVITY.

Not only possible, but has already been done many times by many people.
The real question here is whether the change the person creates is lasting change or temporary change, since the funny thing about change is that it changes.
I could give you the names of 100s or even Ks of men and women that changed the world they lived in, even after they were dead, but only one person changed the world permanently, whether people recognize it or not: Jesus.

what do you mean by change the world? i believe one person could effect the way people everywhere feel about a topic. i also believe that one person could change the world for the worst a whole lot easier than one person could change the world for the better. i wish the world wasn't this way.

Jesus did, he sacrificed himself to give us all eternal life.
There are people out there that have made an impact on cities,
bombings of the WTC, the twin towers, Tim Laveigh (?!) that bombed in OK, David Koresh, they have all made an impact and changed things for many people that they were involved with around them.
It is possible.
