OTT in the sense it might save your child from serious injury or death? No
Booster seats for older children are available from £10. How much is a childs life and health worth. The fact is seat belts are only effective if the child is a certain height. An older child only needs a booster if below this height. Most are.
At 12 I was 5ft 4, still am...lol. I haven't been 4ft 5 since aged 8.

"There are three exemptions, where a child in this category does not have to use a child restraint. In each case the child MUST use the adult belt instead. They are - 1) in a licensed taxi or licensed hire car; 2) if the child is travelling on a short distance for reason of unexpected necessity; 3) if there are two occupied child restraints in the rear which prevent the fitment of a third." It's a bit of a nuisance, by the look of it. There doesn't seem to be an exception for fat kids. I mean some kids are little barrels of joy. They might not be able to get their bums into one of those things. I suppose the idea is that car seat belts are designed to fit adult sized people and actually pose a danger to smaller children. You should be able to get away with just having two child seats for the back. That is going to be a pain. I'm glad I don't have any now.

Yes, I know some 11-year olds who are pretty big. They should probably do it by height/weight. In the states, I believe the age is 7 (in New Jersey, anyway).
11 years old is like fifth grade. I couldn't imagine being out with my mom at age 11, and seeing some girl I like while I was strapped into a car seat...
I think a seat belt would be fine for any kids, as long as he isn't an infant or toddler. But what do I know?
Love, Jack.

Thats not OTT. Its nothing really, basically its saying that children under 3 must use a child restraint whatever. Everyone else just has to wear a seatbelt. Simple.

Wow! I have a 12 year old grandson who is about as big as me, and bigger than his mother! I can't imagine him having to be in a car seat! Seatbelt yes! Car seat, no!
Lawmakers all over the world have some strange ideas about protecting us from ourselves!

There are some 12 year olds who are already well in to puberty. I don't think this law will sit well with them. no pun intended.

Actually it states that over 1.5M must have seat belt. Under 1.5M recommended car seat, but must have belt on.
