Women always have the milk glands in thier breasts. Though unless they are pregnant or breastfeeding, then they can produce milk. This is because of a certain hormone a woman produces during these times. It also can happen if a woman takes certain drugs or pumps her breasts so that her body produces the hormone and will produce milk even if she is not pregnant or breastfeeding. This happens if a woman adopts a child and wants to breastfeed. Doesnt work every time though.
