First, I'm assuming that you've taken them to the vet and that they're both healthy.
So, it's likely that their personalities are just different. I have two, one who acts like a dog and the other who was very aloof until a few years ago (they're 11). your tabby sounds more timid, that's all, and more vocal. But make sure he's healthy - he might just be meowing for attention. some cats are more vocal than others. Try to make sure they get equal attention. and if the tabby doesn't like dogs, don't push it.

Greetings to you and your kitties. Cats are all different from each other, no doubt about that. Each has his or her own personality. Some times kittens can have different fathers, thats just the way nature works. One father might have donated genes that made the kitten he fathered more calm, and the other might have donated genes that made his kitten a little more nervous and insecure. A biologist feiend told me cat personalities often relate to the cat's coat--the very first cells that form brain and fur cleave off from the same cell mass inside the mother. Thats why most tortoiseshell cats are nervous, like mine, but long haired cats are usually pretty relaxed. Anyway, congratulations on your kitties, take good care of them, they will give you lots of friendship and love.

Different personalities. Tabby sounds a little high strung and Tuxedo more mellow. I see you say "him" for both, otherwise I was going to say the Tabby seems like a female, the Tux like a male.

They are both normal.
Even cloned cats behave differently from each other and look differently from each other. Apparently a cat's genetic code allows for a great deal of variety based on environmental influences even after conception. Fascinating stuff, really.

They are different, just like people are different. We have to kittens (brothers) that are about 7 months old. They are totally different. Enjoy their personalities.
