An Agnostic is more of a realist than an Atheist.Agnostic don't really believe there is a God but are willing to concede they can no more prove there is not one or many than any can prove there is.
The Atheist categorically states there is no God.
As to an education system well that is debatable.I don't think anyone no matter their religion or lack of should be satisfied with what we have.

It's ironic that you started your question with the phrase "Is an agnostic believed in God..." which makes zero grammatical sense and ended with the question "We do have an education system in America don't we?" If all I had to go by was your question, I would have to say either we do not have an education system or we do and it stinks.
Anyway, to answer what I think you're asking. You asked, I believe, if a person believes in God would he/she be a theist rather than an agnostic? A person can believe in a higher power (a god if you will) and not be a theist but a deist. Deist do not believe in the personal gods of the revealed religions (Judaism, Christianity, Islam, etc.) but may still believe in a creative force. Some call it a god others simply call it nature. So a person could be an agnostic as to theistic ideas of god but still be a deist and retain a belief in a god.
Judging from your question I seriously doubt you understood anything I just wrote though.
PS.. I just read through everyone else's comments and would like to point out one more thing. Many of the posts distinguish between agnostics and atheists by saying agnostics say we cannot know for sure whether there is a god or not and atheists say definitively that there is no god. True enough, but an agnostic can believe the possibility of god's existence so remote as to not even be worth considering. For example, I cannot prove that there are not unicorns somewhere in the universe, but I consider the possiblity of their existence so small as to not even be worth considering. So technically, I am an agnostic about cosmic unicorns, but for all practical purposes I am an atheist when it comes to our horned equestrian friends.

If someone believes in God, he is not an agnostic. If someone believe that there cannot be a God, he cannot be an agnostic. Agnostics fall into two categories -- those who don't know if there is a God -- but think it is an important question and those who don't know and don't care.

I would not call an agnostic faithless. I simply state that there is no way of knowing if there is a God or not. I have faith in my ability to make changes in my life with out an external belief in a higher power. Faith in ones self is the highest form of discipline.

Technically agnostics believe that it doesn't matter if there is a God or not, so they simultaniously are both thiests and athiests. Thus they are not atheists and their answers would be different.

agnostics believe that you cant know if there is a god or not. Agnostics are the only Faithless.
Athiests have faith..that there is no god. The belive that there isnt a higher power.

yes, that would make him a theist. agnostics contend that we do not know. some even contend we can not know.
btw, Andrea - not all atheists make the claim there is no god. we simply do not accept the existence of god due to the overwhelming lack of evidence.
I do agree that saying "there is no god" is a matter of faith. nonetheless, what you said about atheists is simply xian propaganda. some atheists are without faith, and I am one. faith (religious context, the belief in somehitng despite lack of evidence) is a plague.

Not necessarily.
Agnostic is:
One who believes that it is impossible to know whether there is a God.
One who is skeptical about the existence of God but does not profess true atheism.
One who is doubtful or noncommittal about something.
So that means that they/we believe that there may or may not be a God but, even if there were, we could not possibly comprehend him/it.

an agnostic classically means there is no way to know there is a God
however this classic formulation is self refuting since it assumes alot of knowledge about God in order to assert God is not knowable and it sidesteps that God might reveal himself
