For the first part of your problem, what I would suggest is downloading Open Office. It has an in-built utility in which you can password protect your files so just password protect them from there. As for the second part of your problem, use Flash to make a swf file of your text that you'd like to host on the net and publish the page as a .HTML file. You have an option in the properties panel of the 'Text Tool' to make the text non selectable.

Not using Word. The easiest way would be to convert the file to PDF. Download CutePDF (free). Create your Word document and then run it through CutePDF. The resulting file will not be editable, and you can set parameters to make it non-printable as well. If you need to make a change, you edit the original Word document and then create an updated PDF.

Word of warning: protecting your document only means they can't alter YOURS. They can, however, make a copy in word, rename it, and wa-la! Document editable on their end.
PDF/Adobe can make a "photo" of it, and the other person can only copy it from Adobe to Adobe--it isn't editable at all. UNLESS they have Adobe Professional, and even then, they can't change the basics of it.
Web pages are not Word based so they are more secure.

You could password protect your Word Document. That way only you can open the document by entering the password.. Although it can be copied cause its onlya file.. No one would be able to open it easily because it password protected..
This option is available while you save the document..

PDF files ARE editable if not password protected. you can sign a PDF file with the proper version of Acrobat. What you can't is forbid people to copy the file if they have access to the file system. If you want to forbid users to copy "the contents", full version of Acrobat lets you do that. Flash files (swf) CAN BE de-compiled to the source of the file... so, not a solution for u.

Easy. Bring up your document, and click on "tools" in the toolbar menu. Choose "protect document" - password protect it so nobody else can change it.
