Wear little blue or white shirts... Kakhi pant's and little sweaters around their shoulders? What are they doing in Clearwater? Where are they all going? What are they doing and why do some of them dress EXACTLY alike? Someone please tell me!

It is a uniform.
This presumably showing that there is no difference between them or that they are members of an elite group.
I have seen them many times.
They come out around 6 pm.
They are never alone.
They will not even say hi back to you.
It is like a Hitler youth boot camp.
The brain washing continues.

There was another group like them, it was called the moonies.

The Scientology Organisation in Clearwater is one of the Church's international religious retreats. It offers advanced spiritual training and couseling.In Scientology, some upper levels of this training and counceling require the parishoner's full time participation for several weeks.
Thus the Church maintains religious retreats away from the distractions of the world, which is vital for the most advanced levels.
The staff who operate and maintain these retreats are members of a Scientology fraternity or religious order that is composed of the most dedicated Scientologists . This religious order is called the Sea Organisation and is made up of individuals who have dedicated their lives to the service of their religion.
This Organisation is not encorporated or organised as a legal entity. It's members are wholly responsible to the Church of Scientology.
The Sea Org was established in 1967 and once operated from a number of ships. Hence it's name. It was set up to help L.Ron Hubbard with research into earlier civilizations and it's activities have expanded and among other things they are entrusted to minister the advanced levels or services of Scientology.
They wear uniforms, usually appropriate to the environment they are in and activities they are engaged in.
Hence the khaki in Clearwater.
For ceremonies they have specific uniforms that commemorate their origin.... i.e. ships and the sea.

They have learned from other non-traditional minority religions that dressing alike builds a sense of community and a sameness of thought. I have no idea why they are in Clearwater but they are appearing in lots of places they never used to. That's what happens when a religion grows.
