This is a common problem, especially of people who have fair and really sensitive skin. Some mosquito bites leave dark patches even though you dont scratch them. There are lots of scar minimising creams available in drugstores.
If your sister is prone to mosquito bites, might as well buy an insect repellant spray or lotion that she could use.
An ounce of prevention is worth more than a pound of cure...

She should try cocoa butter or maybe invest in a bottle of bleaching cream to get the marks out. When I was a teenager, I use to have bad acne outbreaks that would leave marks on my face like chicken pox. The cocoa butter alone wasn't doing it so I bought a bottle of bleaching cream and rubbed it on my face every night before I went to bed. It worked, but you should only use it until the marks are gone or else you may end up looking like Micheal Jackson...lol. I used Vantex bleaching cream. You can get it from Lord & Taylor, Macy's or any big department store.

I don't know how to get rid of the scars fast but my mother told me it's a vitamin deficiency that causes the scarring and healing slow.I'm not sure which vitamin it is but maybe a multi-vitamin would help.

The scars come from scratching and minor infection not from the mosquitos. Calamine lotion works pretty good.
