The messages that a dog wants to transmit are reinforced by their voice and facial expressions. When a dog is in a tranquil state, its tail is relaxed. A dominant dog lifts its tail above it torso, but if it has friendly intentions, it wags its tail from one side to the other. This usually indicates that the dog is happy. When a dog is tense, it's tail stands upwards, however, if the dog is shy, inhibited, or feels inferior to something or someone, it puts it's tail in between it's back legs in order to cover its genitals.

Just to add to what mutherwulf posted. You can get on Amazon.com or look at your local store and find a video called "Calming Signals: What Your Dog Tells You". It's an excellent video on dog body language and how you can effectively use your body language to calm an agitated dog as well as read their body language.

When dogs have their tail between their legs they are scared and submissive.
When dogs wag thei tails it either means, I'm please or I'm angry or annoyed.

When it's up and wagging, it means they are happy or excited, or both. When it just down, they are fine. However, when it's between their legs, it means they are either sad or frightened, or both. Glad that I could help.
