Interesting. I am surprised you haven't lost any weight. Here are some possibilities:

1) Are you sure you are eating 1200 calories? It might be a little light... especially if you are training as much as you seem to be. If you drop your calories too much your body responds by hoarding its fat stores. Be sure that you are getting sufficient protein.

2) You've gained muscle. This is good. Muscle weighs more than fat. To see if this is true, you should get a body fat assessment or purchase one of those body fat scales. They are about $50 and will give you a somewhat accurate measurement. They aren't perfect.

3) Weigh your a few more times at different points. You may be retaining water because of too much salt. Take the average of your weighings.

4) Are you measuring your food correctly? A cup of spaghetti, for instance, is a lot smaller than people realize.

Don't get too hung up over the weight loss quiet yet. It's only be three weeks. The weight loss will come. Look at the bright side: you are more physically fit, you are eating healthier, and you have a positive outlet for stress / energy.

You may also find it helpful to track your activities / food intake at a website such as http://www.fitday.com. It's free and very useful.

Good luck.

Are you running every day? 4-5times a day may be excessive a good 2-4 miles run everyday would be a great way to loose weight if you can keep up long distances. However if thats not your thing and youve been doing short sprints that wouldnt help. Bike riding could be another great thing to supplment a run for one day, a great burn in the legs as well as low impact for the knees.
Eating right is the best way to loose weight in some aspects of the life, but believe it or not recent statistics have proven that running isnt even on the top 10 ways to loose weight, resistance training has had way more effect for people to loose weight, and not surprsingly the best way to get those great abs everyone wants when its used correctly.

Are you still eating as much as you were 3 weeks ago? Don't yo-yo diet.

Drink ALOT (8 glasses) of water a day.

You haven't stated how long or how strenuous your runs are, so I can't help anymore. Goodluck!
